John,  I enclose an image of the article from page 8-B of the November 
24, 1986 issue of the Galveston Daily News.  As you can see David 
Peterson is holding the charter.  I couldn't prove it but the ceremony 
was held on the 22nd at the Holiday Inn on the Seawall in Galveston.
